Write an 8-10 page paper (a total of approximately 2000).</o:p>

Effective leaders both learn from the past and are able to adapt what they have learned to the present context. </o:p>

In your paper, discuss how you, as Police Chief of Albuquerque, New Mexico, USA, a city with race problems and distrust of the police, can challenge the status quo and make a positive difference by improving the people’s opinion of the police force and lower the crime rate.</o:p>

In brief, your paper should outline a plan by which you can change (and hopefully improve) the city. Use the readings (BELOW) as a starting point but incorporate readings that you feel are appropriate as well. </o:p>

Be sure to clearly describe how you will challenge your subordinate officers to make a positive difference in the community and get more people to feel safe in the downtown area. Also outline a time frame for your plan: for example, 6 months, 1 year, 5 years, 10 years, or more.</o:p>
